Childhood Poverty Persistence Facts and Consequences More than one-third of American children live part of their lives in poverty, and 10% are persistently poor, according to a study by the Urban Institute, with support from the Casey Foundation. The analysis of data from 1968 to 2005 showed that black children are about 2 ½ times more likely to experience poverty than white children and seven times more likely to be persistently poor, meaning they spend half their childhood below the poverty threshold.
