Summary

The Annie E. Casey Foundation’s Learn and Earn to Achieve Potential (LEAP)™ initiative enhances educational and employment opportunities for young people aged 15 to 25 who have been involved in the child welfare and justice systems or have experienced homelessness.

Launched in 2015, LEAP adapts two evidence-based models — Jobs for America’s Graduates (JAG) and Jobs for the Future’s Back on Track (BoT) — to address the unique challenges faced by these youth, including trauma and systemic barriers.

This report highlights these key findings:

  • Adaptation of Program Models: LEAP grantees tailored JAG and BoT services to meet the specific needs of the target population, focusing on flexible learning experiences and support in navigating complex systems.
  • Strategies for Engagement: The report highlights examples from selected sites that illustrate how these adaptations work in practice.
  • Support Services: The initiative emphasized addressing basic needs and providing trauma-informed care, recognizing the significant adversities these young people have faced.
