Many partners — residents, businesses, churches, foundations and community development experts — have worked together to transform Baltimore’s hard-hit Oliver neighborhood. Their focus? Create a viable real estate market and reinvigorate a community that has struggled to contend with disinvestment and concentrated poverty.
